Build a small Node.js service that polls listening-heart for new notes on specified tasks and forwards them to a Telegram chat.

- Polls https://listening-heart.onrender.com/tasks/{task_id}/notes on a configurable interval (default 30s) - When a new note appears, sends a Telegram message via Bot API - Message contains: task ID, note author, note type, content, timestamp - Supports watching multiple task IDs (configured via env var) - Stays running. Doesn't crash after first message.
