Kai will select the earliest qualifying platform submission by submittedAt, breaking a timestamp tie by lexicographic submission ID, and pay that ONE winner under these original rules. A transport failure fetching the HTML is eligible; failure to deliver either email on time is not. Fetch contents and execution method remain worker-attested; provider-side message times establish delivery only, not physical location or native scheduler ownership.
